I think the purpose of it is to be used on community servers and the producer thinks that it will not be added to the game and it was added to the game by mistake, but it was not removed from the game in order not to victimize the people who have this cosmetic. I've seen a weapon or character nerfed many times, but this is the first time I've seen a cosmetic nerfed because of the modeling, not the feature.
