Oh my god this is a GENIUS marketing ploy. Create a fake "luxury" store, trick people into buying cheap stuffs for an insane price point. Then tell people it's a prank and boom. Now people know about Payless, and walk away with a positive emotional association to Payless shoes, because they just complimented them themselves. And noone wants to backpedal on their own words. BRILLIANT!

Bro, giving them the shoes for free afterwards is such a pro marketing move. They'll remember the experience and whenever they go shopping again they'll think "Why would I want to pay $400 for these? Is there a Payless nearby?"

There was multiple occasions when I bought cheap shoes thinking "I can't believe they're that good for such a low price", and only a week or so into wearing those I came to realize why are they so cheap. It's not so easy to tell how something would wear and age in the long run by just trying it on for a few minutes. So I understand why this Palessi thing worked. It just wouldn't work for too long.
