Action is where the blank initially flexes (upper 1/3rd, is fast - upper half, is moderate - full flex, is slow). Power is rated by number by many companies although sometimes you will see subjective terms such as "light, medium, heavy, etc. There is no industry standard for what constitutes any of those terms. They will vary from mfg to mfg.

My dear brother Jim was born with a heart problem and he wasn't supposed to live.
He couldn't do heavy activity, but he was way ahead of the times with making custom rod's.
Back in the 70's all the Pro baseball players came to South Florida for spring training and they loved to fish.
Mel Shapiro at Tackle World in South Miami set Jim up in the back of the shop and Jim would wrap the custom rod's for Ted Williams, Boog Pollow
and many more Hall of Famers.
Sadly Jim passed away from the heart condition at the age of 27 in 1980.
I'd love to have some of the rod's he made for some of the greats. 👍
