New pads on a worn rotor

Someone previous to our working on this vehicle replaced the brake pads onto a set of worn rotors. It really isn't a big problem, in fact, new pads will wear into the worn (grooved rotor) which will actually help minimize disc brake squeal.

Pads cost $25 with a lifetime warranty rotors are $90 a piece with relatively no warranty. so explain to me what's the problem with new pads on grooved rotors. Little bit of groove on the pads? Seems like I would just go get a new pair for free every once in awhile.

That looks more like damaged and grooved rotors than worn
