Not all hated serving under Darth Vader: Thrawn, Thanoth, Erv Lekauf, Janus Bonn and Maximilian Veers were examples of officers who enjoyed a good rapport with Darth Vader (both Bonn and Veers were actually doggedly-loyal to him). But they were competent officers, so they did not have to fear the Supreme Commander's wrath so much. And then there were those like Cassio Tagge and Conan Antonio Motti who saw Vader not as a military commander but as a relic, a warlock of a bygone age.
As for the troopers, it is said in "STAR WARS: Lords of the Sith" that the Stormtrooper Corps 'worshipped' Vader.

The empire grew to power as fast as it did because of Vader. He was a smart, tactical, phenomenal commander. He was surrounded by people that couldn't do the simplest tasks so of course he lost his temper from time to time.
