I'm fairly certain I read something at some point that this is what was supposed to be in the game but it was cut for reasons along the line of it being too tragic for a player who already just recently had to cope with the death of Arthur Morgan.
Seeing Arthur Morgan as nothing but a mere skeleton would honestly be heartbreaking and would not be respectful to him. It wouldn't make sense for Arthur's body to be abandoned and unburied for 4 years despite the many lives he had touched in his final days. Would go against the redemption of Arthur Morgan he may be an outlaw but he deserves better than that.

Honestly they should've done this and made it so Arthur only gives John his satchel, and if you go back you can find his hat on the edge of the cliff next to his body, facing the sunset, and it'd be how you unlock his hat for John

This makes more sense than how it actually unfolded. Charles didn't know where arthur died, so if you returned to the area, Arthur's body should've been there or taken by the pinkertons.

If anyone knows how Charles found out where arthur died, please tell me.
