I know nothing about chess, barely play and know very little about the game. But I'm from Spain and I can assure, without a doubt, that note has not been written by any spaniard and it is so clear. We would not write "no toques". Nobody in Spain speaks or writes like that. We would say "no tocar el movil" or "no toques el movil" (much less likely in my opinion, but still possible). "No toques" by itself feels so weird to say.

When Kramnik talks about suspicious data with high-school level understanding of statics, it's ok to ignore him.

But when Kramnik talks about using devices in the toilet to cheat in chess, one must listen, he is a pioneer on the field.
