The issue was so many MS Store apps in the Update Queue. Once I updated all of those, MC4W installed just fine. Thx! :- )

I had this error when I was trying to install windows edition from the launcher. I opened windows store and downloaded the game from there and the bug disappeared 🎉
As for java edition, I've never had this problem
