What is the Oxford Comma? The Curious Case of Oxford Comma | Should We Use It?

There are the President, a clown, and a social worker. (With the Oxford Comma)

or

There are the President, a clown and a social worker. (Without the Oxford Comma)

Which one to write?

Do we actually have to use that comma before the conjunction, and?
