I have the same problem at the bottom phase, I kind of have to drop my hips. To perfect the dragon flag with perfect form you have to squeeze your glutes for hip extension, the abs are contracting in a static positon but the glutes are the driving force, when I raise my legs up from the bottom its really hard to concentrically bring my legs back to neutral with perfect form (straight legs, extended hips)
