Claims he had to drive himself out of necessity, because the starter went out on his other vehicle (which is 100% likely also not insured). Forgetting that he is not legally allowed to drive any of his vehicles because he doesn't have a valid license!
The number of tickets and license issues he has, he is probably the kind to never get insurance, registration, or (according to him) fix his license. He'll just keep driving and pretend it's not a problem.

The reason why people don't care about court rulings is that they have no intention of paying fines, and they know that years will roll by without the authorities doing anything punitive. At the very worst they'll have a bench warrant issued against them, but the police don't go around looking for people under those warrants. They just check during traffic stops to see whether anything's outstanding, and even then all it means is another appearance in court where the cycle starts all over again. Why should they obey the law, when their own life experience proves to them that they can ignore it with virtually no penalties?

Judge Middleton should make a reserved parking area for traffic defendants and send notices out to defendants with court date and parking area.
