Fix - Old Game Setup.exe Doesnt Open On Windows 10 or Windows 11

I had this issue with both NASCAR Legends and TOCA2 (both launching from the CDs and after copying to the HDD and playing with compatibility options). Figured I'd make a video on how it can be fixed... You can donate to RSC for whatever reason here:

Just spent the last few hours trying to get a game from 1999 to run. Couldn't find any installation instructions or workarounds or working compatibility settings, you name it. Game's too niche. Expand my search to nearly exactly this video's title, found this, and it instantly fixed the problem.
