How to add multiple users to Google Home

I know this is a really old video, but is it still true you NEED to download the app on devices in order for it to recognize each different voice?
I have elderly parents who don't use mobile phones, and they want to be able to add groceries to the shopping list. It is incredibly frustrating that they can't seem to do that without having 2 separate smart phones. Is there a way around this? Anyone know?

I recently bought google home, was working well but now it is not playing music and asking me to sign up to YouTube Red or change default music provider, I have free wifi at home which should allow this but still not working. Can you advise me of any setting to fix this would be much appreciated

does not work with google domain(gsuite) accounts... and you might need premium or family accounts.

I was unable to get this to work with my wife's S5. Support said it works for IOS devices, But "Okay, just a heads up, the multi-user functionality is not yet fully launched using Android devices. Regrettably, we do not have the information as to when all Android devices will be updated however, if you can use an iOS device for this setup, this will work."
