Its often overlooked that the North was also never truelly conquered. They surrendered knowing they would be able to keep their culture intact. The only time they travel north before Ned they in fact are the strongest remaining faction and claim the Regency before willfully surrendering the throne back to the Targaryens. They arent the only ones to do it but to my knowledge they are the only ones to never be conquered and then to claim a regency only to relinquish it.

Edit: I correct myself. I believe the Hightowers were in fact regents and also surrendered their power without a fight.
