Launch and Pre Register is the Same time for the world to my knowledge. For US we get to play the game on the 22nd shown on launch time and because Asia some parts are 14 or 15 hours ahead of us, their time is different just because of their time zone. And for pre download, we can download tomorrow at 6 AM ET and 3 AM PT tomorrow (5/21)
