As a 43 year old man, many times when I've said it's only for sex in the past it's been because I had too much going on in my life at the time to commit to somebody. There was a few that had they just gone slow with me as far as getting serious it probably could have ended up being something long-term. On the flip side some guys will say they want a relationship, and then just smash until they are tired of the girl and then go on to the next one. So who knows...

If a girl is putting out and a guy doesn't feel like he has to "try harder" or "man up to win her over" then he won't. Typically he'll think all is OK and he'll just go on with "business as usual" and not worry about ramping up the relationship to anything significantly deeper. His idea of "deeper" is that she keeps putting out and is always there when he needs her.
