Realistically, that card pulls 150w on average. Peaks of 200w.
Assuming he probably went with a 7800x3D, which pulls a max of 150w, but more like 65-90w in normal use, he would still be at 400w max considering the rest of his pc.

As long as you are not overclocking it or getting your game settings to a maximum, you'll be fine. The only downside is that you won't be getting the full benefit of your gpu...
