This is a ethnic problem within Ukraine not a Russia problem.
East of Ukraine, like Donetsk and Crimea have more Russians than Ukrainians and are not represented in the government. A Russian-Ukrainian was voted in Ukraine as prime minister, but was ousted because he was Russian and not a "true" Ukrainian. This has also led to Russian separatist groups in Ukraine.
