Roman Catholic Church claims that the Church in Rome was planted by St. Peter, but interestingly the earliest presbyters of the Churc in Rome were Linus, Anancletus and Clement who were coworkers of St. Paul. We can say that the peoole of Church in Rome was the spiritual children of St. Paul through those coworkers.
He regarded himself having right to write an epistle just as he wrote epistles to his spiritual chlidren in Galatia, Corinth, Phillipi, Colose etc. These epistles were kinds of a letter from a bishop to his floks.
We know that St. Paul did not work beyond his boundary nor was proud of other's works. So, if The Church in Rome was really the work of St. Peter, logically St. Paul would not write the epistle. It was also beyond his boundary.
Remembering the consensus between St. Peter and St. Paul, i.e. St. Peter evangelised to the circumcised and St. Paul to the uncircumcised, it would be more logical if the Church in Rome consisted of more uncircumcised Christians. So, it might be not the direct work of St. Peter .
