Can you tell me if i understand this correctly?

1. Elon buys 9% of twitter stock
2. Now he wants to buy all of twitter stock
3. He offers every twitter share holder 54$ per share, which is 44 Billion dollars
4. He talked with twitter CEOs about it and signed a contract which forces him to make the transaction.
5. A few days later he changed his mind and doesnt want to pay 44 Billion anymore
6. The contract forces him to pay the 44 billion, so he reluctantly does.
7. He now bought every twitter share for 44 billion and owns the company

Is this the series of events here? I have trouble understanding English when its about stocks and trading etc. I would appreciate your feedback

I had an occasionally used Twitter account. I got a new phone shortly after Elon took over and got banned after trying to log in with the new phone. Too much trouble to try to get unbanned.
