The fun fact is you could easily get the right answer to the blank by noticing "Who's" and "that" in the given sentence.

ill-formed exercise. The singular form "that" gives the answer away. Do better.

I didn't really hear the difference, but I understood it correctly, because the pronoun "that" is singular. If you said "men" you would use "those".

It took me years to get the difference. For us who speak Portuguese these basic pairs can be tricky: man/men, woman, women (wuman/wimin) since the spell and pronunciation change at different spots. Don't get me started in caught/cot, still, steal, marry, merry, Mary 😳

I understood that she was talk about “man” because the sentence is the singular.

Singular: who is that man…
Plural: who are those men…

Who is that...
by itself tells you a singular noun needs to be followed, otherwise it would be: who are those men over there?

Rather than listening comprehension, you just need grammar knowledge... duh! Of course is going to be the singular form if you use the 3rd person singular of the verb... who is that MAN
