For anyone who isn't on windows 10, just click the first thing the firewall search looks up. Look for window firewall properties, change the defaulted inbound connections that is on block to allow, and it should be good. You're welcome

Mine literally stops at 100percent FOREVER.

Don't disable your firewall. The reason it won't download is most likely because you don't have enough disc space on your computer.
