How To Fix Steam Extracting Package Error & Update Is Stuck
1. Refresh the “package” folder.
2. Disable internet connection
3. Run Steam with Administrative privileges
4. Modify Host File to change content server of Steam
Go to C:\Windows\System32\drivers\etc\hosts.
Open hosts with Notepad
Copy the text written below and paste it at the end of the file:

yo I know this is a 3 year old video? But you are the mother funking man I sat here struggling thinking I was never gonna fix this then I found your video. Turn off your anti virus software before anything else guys, i got stuck watching tutorials for 2 hours only to find out my anti virus software was blocking the update lmao

When i was closing steam to do the first step it was not stuck anymore LOL

I had to make it run as an administrator
