So, if there is a conservation of uncertainty principle -- provided the observable is time independent -- then how do we know that the hamiltonian for a transition of electron from an excited state to the ground state is time independent?

But when same doing in vector form by changing basis we get two states in the basis of Sx with each probablity 1/2 why?
