I use cooking oil or wd40 on tape residues. Works great. But on dried up 3m double sided tape, its a difficult job...

Does it have to be corn oil? Or any cooking oil will do?

I just use the rubber wheel like a giant eraser instead of using a drill. Much safer on the paint than the drill.
