Because a bit and a byte are two different things. gb≠GB

Simplest way to explain it is, just because you have 1gbps download does not mean the server you are downloading from has 1gvps upload in available bandwidth. Sure it probably likely has way more than that but it's providing files for a huge number of other people.

Haha is that the Epic Launcher? Epic is capped at a certain amount of speed. I think you can go to the settings and open it up.

There could be multiple reasons. Since you are downloading on PC, there are many variables. It is most likely your drive as it could be older. SATA SSD’s are capped around 550 mbps. Also, 40 mb/s=320 mbps, they are not the same.
