The beginning of the UE was not like that, originally it was a franco- west German economic agreement with the objectif to have better relation in the futur to avoid war. This agreement was a French initiative, support after by two member of each government. Later that evolve in a pact with a benelux, France German and Italian agreement for creating the Community of coal and steel. And lot of country come after to create the UE with the treaty of Maastricht.
