For simplicity let’s say you want to find out 75th percentile, if you’ve 23 data values then 75% of 23 is 17.25 look for 17th data value that is your 75th percentile.
If you want 50th percentile look at the middle value i.e 50% of 23 = 11.5
Percentile is the number of value that lies below that point as simple as thay

Formula is wrong.. its supposed to be (74*23)/100 = 17.02 (not integer) so round up to the next integer to get 18... then go to the table to find that it's 84
