What about IPv6? Currently Google only seems to crawl over v6 if Legacy-v4 is missing for the given domain name. Even tho v4 and v6 content is different.

Change webmaster guidelines and launch core update at the same time, and we will definetely learn those guidelines very well :)) And surely deny that core update is about webmaster guidelines change :))
