Mace only joined this very short list during the battle of Coruscant. Mace had arrived just as Grievous was departing with the Chancellor. When Grievous saw Mace he revealed his 4 arms igniting all 4 lightsabers ready to fight but Mace simply used the force to crush his chest immediately disabling him and the ship departs saving him. This is why he's hunched over, rasping, struggles to breathe and coughing all through Episode 3.

I'm not a canonical apologist or whatever, but a good reason for why force users can't just "use the force" on other life forms, might be the midichlorians having some sort of opposing effect that negates it. Even for someone that isn't as force sensitive as grievous. Would make sense that only incredibly force sensitive individuals could overwhelm the life force enough to control them. Grievous was a true warrior, and in the age of the High Republic, grievous was simply unstoppable in combat against any of the jedi, without the use of the force.
