Interlaced high frequency test launches. As we have three main components it is very effective to do one test flight for each major iteration of a component. The launch tower/pad, the booster and the starship itself. We estimate that every component takes less than three months for a major iteration, with major improvements for each component being pipelined over at least three versions. This means we have at least 9 component versions in the pipeline at any time. Enough to make monthly test flights productive.

The big challenges are:
1: Relaunch starship from a celestial body : difficulty 8
2: Land on an unprepared celestial body : difficulty 4
3: In flight refueling : difficulty 2
4: catch booster : difficulty 1

To be honest it is hard to see how the Starship in its current shape can land on the Moon without creating a crater and getting destroyed by debris. On the other hand the complexity of building a simple landing pad on the Moon is considerable and will take years.
Launching a whole Starship from a celestial body is even more challenging, not alone because we need to store fuel in extreme temperatures/temperature changes. Landing in permanent shade alone is a challenge.
So the real challenges still lie ahead.
No NASA jurisdiction and no frogs on the Moon though.
BTW one should make sure that there is no Earth jurisdiction on other celestial bodies.

All „paperwork“, for regulators can be delivered in parallel to the improvements planned and implemented for each version. If you structure a halfway decently digitalized process then you should be able to certify each version within max three days after its completion. Anything else would be archaic. Besides you hardly need any environmental tests anymore as the environmental impacts do not change at the current stage of developments. E.g. whether you have 1 dB more because the starship is 3 m taller makes no systemic difference. Besides with a 9 month version pipeline NASA could employ and deploy a whole team of frog scientists and complete a full +1 dB study and go home again.
90% of the actual paperwork can be eliminated and compressed so it can be done in a tenth of the time.

That was the quite possibly the subtle point that is typical of Musk's humor in flying the "banana" how silly the regulations are. I suspect with his input in the new "DOGE" dept. to get rid of govt. waste these types of rules will be challenged and made as clear as the "Banana Launch Test". Ray
