I’m a “no-matter-what” rider. There’s only three conditions that will stop me: lightning, heavy wind with rain or frozen ground.
All three conditions are dangerous for horses, so they are a no-go.
Otherwise it is fine.
Just dress appropriately and prepare your horses accordingly.
