Engineers create scientific knowledge during their breakthrough discoveries, more so than it often goes unnoticed because the end user of such discoveries are engineers themselves.

Very thought provoking. I have a question. How would you encourage more technical entrepreneurs to solve the city's problems? Problems that are beneficial to all but seems to be in the realm of public sector? In software there's an abundance of technical entrepreneurs even looking for problems to solve because of the nature of the industry. But in traditional industries, the benefit and monetary reward is not so apparent even for those who have the skills and could invest the effort.

Essentially how would you stimulate and encourage innovation in government-regulated industries? Where the innovation benefits the city as a whole and not individual consumers?
