There should be a 10 minute cutscend of Micah being a psychologist for Arthur in the cell. Then the Sherrif let's Arthur out for good behavior leaving Micah behind.

The only thing that could have made this sweeter is if it had been Dutch come to get him out like he does in some of the other jails.
