By being more evil, I'm certain that Holden is the victor. Bro did depraved things out of pleasure and sometimes did those for nothing at all. AM at least has reasons to do such atrocities. He is an AI that is programmed to hate, afterall. He was constantly suffering of his enviousness due to not being able to feel or sense. This was substantiated by his speech "I was in hell, looking at heaven"

But by being more sadistic and a menace, AM takes the W. He can see through people and knew what they feared the most, even torturing them for eternity with it, which Holden doesn't do

Here's where I personally rank these 2 in my most evil villains in fiction list:

AM - Tied with Darkseid but below Clare Quilty from Lolita (who's a p3do and a snuff filmer)
Judge Holden - Above Sir Percival Glyde from The Woman in White (who diddled a newborn baby) but below Kefka from Final Fantasy 6 (who destroyed all of existence because he thought it would be funny)

TBH I still think Holden is worse. At least AM has some sort of motive behind his vile crimes. Plus AM to my knowledge didn’t do unspeakable things to minors. He’s definitely more heinous though.
