This photo was taken on November 19, 1995, in Wem, a town of 5,000 in Shropshire, West England, after the roof of the Wem Town Hall burst into flames.
During the 1995 incident, police prevented onlookers from going near the burning building. However, Tony O'Rahilly, a local sewage farm worker and amateur photographer, was standing across the road and took several photos of the conflagration with his 200mm lens while firefighters were still on the scene.
Without these, we would probably only be talking about the disaster, but after the images were developed months later, the figure of an unknown young girl appeared among the debris as she was standing in a doorway, and as expected, the apparition quickly became the talk of the town.
Locals believed the girl could have been the ghost of 14-year-old Jane Churm, who lived in the 17th century and was accused of arson in 1677 when the town hall was burned down. Historical records showed that she indeed caused the fire that ravaged Wem, but it was an accident after Jane dropped a candle.

I was in Shrewsbury Shropshire England in 1984 on the first floor of a shop in Wyle Cop I was fixing an old cast Hover vacuum cleaner & it was so noisy as my friend shouted something at me & ran downstairs to the shop & as the motor slowed down & went silent I heard voices from the room as a telephone conversation was going on & I asked my friend how on earth did you get past me & what did you shout as you ran downstairs & he looked at me as though I was crazy
He said he’d been on the phone & he’d closed his door because the Hover was noisy
Someone ran past me and shouted out over the noise
But my friend said it wasn’t him & he’s no liar
Weird & I’ll never forget that stranger event
