It could also have been contributed by the influence of the Master. West Coast super mutants are far more organized and well equipped compared to their east coast counter-parts due to the Master. In addition they show a greater degree of cooperation among each other, ghouls, and humans (at least after the Master) along with having a knowledge of cybernetics and other technologies. I have a feeling that if something like the Master were to arise on the East Coast, the Supermutants of the East will resemble their west coast counter-parts a lot more.

I just assumed it was some kind of intimidation thing. Sorta like how an animal bares its teeth to show aggression

I think its like a safety measure to keep them from biting their lip when talking or eating. Their jaws seem really stiff like someone addicted to meth.

i always though it was in the same vein as raider gear, to make the enemy fear you, or it was for them to easily bite at people

I just thought their heads were so big they had to wear helmets and hat straps to teeth, because they didn't reach below their chin and jaws.

As for why we never see them in the Bethesda games, they forgot.

Fallout 4 can get away with them looking different cuz they were recreated in the institute but 3 was very obviously just using them because they were scared to make anything new

That’s why in the later fallout games they don’t have no lips and their teeth stand out, probaly cutting them off would be easier than the straps
