Then what about a Burger? Is a burger a sandwich? Because by definition it is. But they are established enough to be in its own category on most restaurants menus. Just because a burger is a burger, doesn’t make it any less of a sandwich and just because a hot dog is a hot dog doesn’t mean it’s not a sandwich. One thing can be two things. Just because a square is square doesn’t make it any less of a rectangle by definition.

Correct, but there's a better reason.

Sandwiches are defined by their dependence on bread. (the shape of the bread is immaterial, so it's not because it's a single bun. Hinge-cut sandwiches are still sandwiches.)

The true test of whether something is a sandwich or not is as follows: If you take away the bread, would you call it the same thing?

For example, a reuben sandwich without bread is just corned beef and sauerkraut.

A grilled cheese sandwich without bread is just cheese.

A philly cheese steak without bread is just shaved steak.

But a hot dog without the bun is STILL A HOT DOG.

Therefore, it is not a sandwich.

End of discussion.

There's a whole food theory video about this topic. The answer is in some places, yes, and some, no. Just depends on how a sandwich is legally defined in that region, in some regions, pizza and breaded chicken wings are also technically sandwiches.
