Tried downloading update and even reinstallation file, went to Safe Mode and tried to install via USB, still same error

None of these fixes are working for me because I'm getting the error message, but I can't get any controllers to work.
I get a system software update screen with error SU-42118-6 and down the bottom it's got OK, X enter, O back, but I can't do those things because no controller works. Not the two that were working with this console and not the other two from the other console that I've tried to connect.
Tried USB connection. Tried resetting the controllers. Tried the system and router shutdown method. Tried putting them in bluetooth discovery mode.
I'm just stuck on the system update error screen with no controllers.

: Turn off and unplug your console. Turn off the router/modem, wait at least 5 minutes, and then turn the router/modem back on. Plug the console back in and turn it back on. Select Notifications from the PS4™ console function area, highlight the update file, press the OPTIONS button, and select Delete. Select Settings > System software update.

If the methods in the video don’t work try these that worked for me Turn off you’re console then unplug you’re router/modem for at least 5 minutes then plug the console back in and restart it the console once it turns back on select notifications on the ps4 console then highlight the update file press the options button and select delete once you have done that select settings> system software.
