NOVEMBER 2023-
I managed to get thru this by adding funds into my wallet. I tried removing my card info and adding it back but that didnt work. Then i added funds into my wallet and went to go buy ps+ and it worked. Hopefully this helps people for this error code

If you get this message there is only 2 things you can do.
1: try again in a few days/weeks and hope that the problem resolves itself wich it may or may not do.
Or 2: buy an xbox
