Dart compiles to JavaScript so it's not gated on other browsers adopting it. As long as all browsers continue to implement HTML5 features and increase the performance of their JavaScript engines, Dart apps (and all web apps) get better.

When you release Dart, do you have any plans about Flutter?

You're right that the platform itself doesn't add to browser capabilities. You still have the same DOM and the same HTML5 additions.
And of course MS's introduction of TypeScript doesn't make it likely that IE will adopt Dart anytime soon ;)
My biggest interest in Dart is not so much as an embedded browser language, but as a full, general purpose language.
I more or less use exclusively use C# and Python now, and I think Dart could take a large chunk of both for me.

google has been working on dart internally for a while now. the initial dart announcement was in october 2011.
