No you can upgrade to it without fresh install! Also the official Microsoft product keys are available online which let's you permanently activate it.

Quick Suggestion : Lots of features and services are missing, even though performance is good many softwares don't work and playing game is not a goog option !!

You need to change the title of the video because it's misleading. Windows 11 LTSC (or any LTSC version) isn't an upgrade. You can't use this as an upgrade as it requires a fresh install.
And lastly this version of Windows isn't free... You can evaluate ir for 90 days but to legally acquire it you need a Volume Licensing Agreement from MS.
This version of Windows, unlike the "regular" ones that let you use the machine without activation, blocking only personalization settings, will periodically shut the machine down if you try to use it past the 90 day Evaluation Period.
