Why would we send social workers to a traffic accident? That makes no sense. The cops wouldn't be tasing him if he wasn't resisting arrest. It takes force to handcuff someone who doesn't want to be handcuffed. Cops use pain to distract the person enough that they comply. They can use body blows or a taser. The real question is whether the taser use was within the instructed use. i.e. How many times can you repeatedly use it. The taser appeared to be in direct mode, so it's a local pain, not the disabling of a remote prong spread. So, I'm skeptical that the taser actually caused his death. Maybe he had an unknown health condition that was aggravated by the stress (and the multiple drugs that he had consumed.) There cases of excessive force by police but I don't see this as one of those cases. It all comes down to whether you can use the taser in that location that many times in that time period.
