Edna did made his suit but the cape was from Syndrome's idea and Edna didn't want to. So Syndrome made his own cape with the same design but in the end, he should have built something that sucks the cape back in very powerfully.

Syndrome designed the suit himself just like he did with his Incrediboy outfit since it appears to be the exact same cape (Even though i could've sworn his cape was white with his villian suit). If you remember at the bank, Bomb Voyage managed to toss a bomb on Incrediboy's cape, which could've killed him since he didn't noticed until Mr. Incredible frantically tried to remove it.

So really, Syndrome's death was due to his own suit design having a major flaw.
