I don't fully agree with the "control" aspect for we as humans can and have learned to control certain aspects of life and societal existence. Using the car analogy, with some regular maintenance we can control, to some significant degree, the breakdown of a car and while breakdowns will happen we can control some degree of them by putting forth our brains and a little effort in maintaining the vehicle so we CAN control some things and the question seems to be: How do you know what you can control and what you cannot? The criminal justice system controls some level of chaos and we can control the spread of some disease by studying the disease and developing a cure or a barrier through virology. We can control traffic to some degree so that it flows in some significant order but we cannot control random events but we can control the degree of chaos so that it does not overwhelm us . . .otherwise we would have become extinct long ago. Also it's easy to accept change when you have a home, money and support in the community and if you don't it is very hard to sit on the sidewalk dirty, broke, hungry with a smile . . .that is unrealistic and rarely happens. Humans CAN and DO control some things but the level and degree is debatable. Throwing caution to the wind because you "have not the power" is akin to giving up and letting the car hit you instead of getting out of the way which takes the effort of thought and movement and effort.
