I just realized something, the X-01 power armor was created by the enclave. how in the hell is it part of the galactic zone attraction before the war?

Thanks, I accidentally picked up a wrong item while trying to pick up the one in the marketplace and ended up going all over Nuka World over and over again. I went back through the guide a 2nd time and found it (again) picked it up correctly the second time.
