I think the best way to confed someone now is ally with them, then request their strongest army, and just kamikaze it

This is nothing, i had miao ying in the snake gate, with no armys left, 290 relationship, and i had all of cathey with more power then most of the other factions combined, and was still at minus 40

Managed to confederate Zhao Ming. Just took a bit of threatening, 200+ relations, a pile of gold and ogres literally sieging his last settlement while he had no armys left. Not broken at all.

I had to kill him as Miao Ying. I was planning on just being peaceful with him, but then I was nice to ogres, which he really didn't like. So he declared war on me, but since I had confederated the rest of Cathay by this point... well, it didn't go super well for him.

I actually managed to confederate him, got the disagreement low enough (-20) that I could simply force him to accept it or war (if it is higher than -20 he will declare war)
just make sure he feels threatened enough by nearby ogres and chaos armies that spawn from portals (wasn't even both in my case, one or the other was enough)

I've got 90% of grand Cathy's territory because he lost it to rift demons and I stole it from them, so he just built a new empire in the orge's territory

Would be nice if Allegiance could be used to buy progress towards confederation. Something similar to N'kari's Domination system, but only for military allies who you have the ability to confederate with.
