Deu. 13:1-5 "If there arise in the midst of thee a prophet, or a dreamer of dreams, and he give thee a sign or a wonder, 2 and the sign or the wonder come to pass, whereof he spake unto thee, saying, Let us go after other gods, which thou hast not known, and let us serve them; 3 thou shalt not hearken unto the words of that prophet, or unto that dreamer of dreams: for Jehovah your God proveth you, to know whether ye love Jehovah your God with all your heart and with all your soul. 4 Ye shall walk after Jehovah your God, and fear him, and keep his commandments, and obey his voice, and ye shall serve him, and cleave unto him. 5 And that prophet, or that dreamer of dreams, shall be put to death, because he hath spoken rebellion against Jehovah your God, who brought you out of the land of Egypt, and redeemed thee out of the house of bondage, to draw thee aside out of the way which Jehovah thy God commanded thee to walk in. So shalt thou put away the evil from the midst of thee."

Was it the false prophets' purpose that was being fulfilled or the Lord's purpose being fulfilled?

The Lord is proving you to see whether you love the Lord your God with all your heart. He is permitting these apostate churches, false teachings, and false prophets, to see if the people love the truth and will follow after the truth.

God uses this method to separate the wheat from the tares. Jesus said His sheep hear His voice and they won't follow another's. If the people follow the error it proves that they don't have a love for the truth.

2 Th. 2:9-12 "even he, whose coming is according to the working of Satan with all power and signs and lying wonders, 10 and with all deceit of unrighteousness for them that perish; because they received not the love of the truth, that they might be saved. 11 And for this cause God sendeth them a working of error, that they should believe a lie: 12 that they all might be judged who believed not the truth, but had pleasure in unrighteousness."

It is God who sends them a working of error because they did not have the love of the truth but had pleasure in unrighteousness.
