A closer look at stalled background checks bill

Texas tragedy prompts renewed calls for Senate to pass HR 8, a background checks bill passed last year by the US House. Senate Republicans are blocking debate on it.

Why is getting a background check on private purchases so important? In all of these cases the crazy person that did a mass shooting did not obtain the gun used from a private dealer so why is that so important? Can somebody please help me understand. Seems like they should be passing a law for all Americans to be screen mentally if you fail you should be investigated whether you own a gun or not.
