For anyone wondering why this happens, whenever an entity walks on redstone it creates those particles. Exp orbs count as entities, so each one creates the particles, and the more orbs there are, the more particles it creates.

Minecraft servers: Prohibits the use of redtone ore blocks after already prohibiting literally every other form of redstone to prevent server lag.

Just a note:
This does not work on players that have the clumps mod installed, or on paper servers. Both of these group xp into a smaller amount of orbs, with clumps grouping larger amounts together, and paper simply combining any orbs that are near each other into one orb.

The reason why it multiplies is due to xp orbs constantly moving and the ore checking for movement.

I think the xp particles count as entities so when they touch the redstone ore, it causes the particle effects to appear. Been playing for 10 years and never knew this! Pretty cool
